Can I Kill?

If I am on a tube station and I see a non-white guy on the train acting suspiciously, with a backpack...If I see him mumbling to himself what could be a prayer of some sort, am I allowed to bring out my penknife and slit his throat? If it tunrs out I was wrong, what charges will be pressed against me? Answers on a postcard please....
